his project involves the installation of six distinct emergency communication systems in the existing I-395 tunnel under the National Mall and an Advanced Traffic Management System (ATMS) to control the systems from a control room in the basement levels of the US Department of Labor building. The six emergency communications systems are:
- AM-FM Rebroadcast System;
- Emergency Public Address System;
- Tunnel Radio System for DFCD, MPD, and DDOT Radio Bands;
- Emergency Pedestrian Egress LED Signs and Markings;
- CCTV Camera System; and
- Dynamic Message Signs at the tunnel portals.
This project is the first of its kind in the District and will set the standard for all tunnel communications systems within the District by providing commuters and emergency responders with mobile access to real-time visual and audio information on tunnel conditions.
Hayat Brown LLC is providing construction management services for this unique project, which required special security clearance for communication and coordination with various multi-jurisdictional agencies, including the Department of Homeland Security, the District Office of United Communications, the District Office of the Chief Technology Officer (OCTO), the District Department of Transportation (DDOT), and others.
Specific construction management support services provided by Hayat Brown LLC include:
- Document control for construction activities
- Managing incoming and outgoing correspondence
- Preparing material submittal logs and RFIs
- Reviewing and approving inspection daily reports
- Managing progress photos
- Reviewing and processing contractor payment applications
- Managing change order review and approval process
- Researching and verifying change order requests
- Supporting change order negotiations on behalf of DDOT
- Preparing change order documentation
- Preparing for and facilitating progress meetings
At the completion of the project, the new systems will undergo an extensive testing and commissioning process prior to project closeout. Hayat Brown LLC will oversee the testing and commissioning process in addition to the previously noted responsibilities.
